any way a guy can put some pressure on a neighbor who has had a smashed vehicle from an impaired sitting on his driveway the last 12 months?

Check your local ordinances. Around here no more than 30 days and that includes in there back yard. Must be in a building if DOA, or have current plates and insurance.
