Need help, Idle/ throttle cable ?!?!

I just rebuilt a 2008 dragon 800 motor with 2010 cylinders.
It will start if I put slight pressure on the throttle, but will not idle. I tried adjusting the throttle cable to get more tension on the return and take out the slack, but then the idle is way too high. What is going on? is this the tps or throttle cable issue?
Also it has oil in the fuel for break in and was well oiled during assembly, it that would effect it?

Check to see if the cable is routed correctly between the throttle bodies. Should lay in a circular groove I believe and if it isn't routed correctly it will be too loose.
 
yes it is laying in the pully and looks correct on the routing compared to pics I have seen.
The throttle lever is loose and the idle is high, and it won't idle unless the throttle has pressure to it? The frozen throttle cable safety is active because there is not enough back pressure at closed throttle?
