Muffpot or Hotdogger?

so i bought a used sled and it had an attachment on the pipe. does anyone know if this is for hotdogger, muffpot, or something else?

Or...it could be a flatting plate..which is used by nasa to flatten the exhaust molecules to achieve proper synergy fusion due to related mixture of oxygen !!
