The whole thing is stupid. Once your bike is registered as a bike it should always be a bike, end of discussion. Obviously its partly a cash grab as well as an effort to make it harder for motorized access . Its pretty simple, create a combined state and federal winter use permit/card like a seasons pass for a ski hill, which you would be required to carry with you regardless of what you are riding or what you are doing even cross country skiing etc. All they need to do is decide on the amount then allot the funds back to the appropriate agencies for grooming trail setting or whatever.
