Don't know if there is any truth to this statement, but I heard that if this last storm that hit CO was in the middle of winter it would have dropped 10+ feet of snow.

Yup, 1" of rain equates to ~ 1 foot of snow. So south Boulder would have got around 18 feet of snow.
