I was at my monthly four wheel drive club meeting tonight and one of the individuals tonight that is in our club has alot to do with land matters within the state on committees. She was telling us that within the last Legislation session down in Olympia since the state deficit is so bad, the Legislature decided to take ORV motorized money that went to programs worth around 9 million and decided it should go to the State Parks and Recreation for two years of time. She did say that this will probably cause a lawsuit thrown at Olympia but can you get blood out of a turnip?????? Will this possibly affect our snowmobile programs in any way since it will be affecting the fourwheel drive trail system , dirtbike community??? Just thought I would see what other people have heard about this.

This is what I was wondering also.......................I heard that the gas tax money from ORV tags that typically would go to trail maintenance is gone. I was asking about how this affected the snowmobile maintenance and she did not know.

Distribution of snowmobile registration fees, civil penalties, and fuel tax moneys.


</B>The moneys collected by the department as snowmobile registration fees, monetary civil penalties from snowmobile dealers, and fuel tax moneys placed in the snowmobile account shall be distributed in the following manner:

(1) Actual expenses not to exceed three percent for each year shall be retained by the department to cover expenses incurred in the administration of the registration and fuel tax provisions of this chapter.

(2) The remainder of such funds each year shall be remitted to the state treasurer to be deposited in the snowmobile account of the general fund and shall be appropriated only to the commission to be expended for snowmobile purposes. Such purposes may include but not necessarily be limited to the administration, acquisition, development, operation, and maintenance of snowmobile facilities and development and implementation of snowmobile safety, enforcement, and education programs.

(3) Nothing in this section is intended to discourage any public agency in this state from developing and implementing snowmobile programs. The commission is authorized to make grants to public agencies and to contract with any public or private agency or person for the purpose of developing and implementing snowmobile programs, provided that the programs are not inconsistent with the rules adopted by the commission.

You comment on the above post, but really what is really stopping Olympia from doing the same to the snowmobilers as they did to the dirtbikers and the fourwheelers??????? Sure you can say we'll throw a lawsuit for damages but meanwhile that is a long drawn out process where the users that had their money taken have to suffer without. I would not put it past the Legislature to sign the snowmobile money into different funds either.

Nothing is stopping Olympia from stealing our snowmobile fund money in any given year, I was merely answering Winter Brew's question that the current stealing only affected the OHV fund, and since the legislation session is over for 2009 - our funds are at least safe for next winter.

And I don't know that I would bother with a lawsuit if this did occur.

I saw a story on king 5 last night about the same thing happening to the seattle rowing club (I think thats who it was). They took their money including private donations.

Maybe they would do a follow up on orv's if someone gives them a buzz.

Section 303 of HB1244 steals all $9.5m of ORV funds for the next two years and gives it all to State Parks.

HB1244 has been passed by the Senate and House and is awaiting the Governor's signature.

The Northwest Motorcycle Association and the Washington Off Highway Vehicle Alliance are spooling up for war.

Not many of the good folks on this site will admit to voting for that skull faced thief because most folks who ride sleds and dirt bikes lean to the right. Not to say that all sledders are Conservative but most are.

As long as us conservatives are not willing to get out there and make ourselves heard in large numbers like the lefty libtards that you see standing on the side of the road waving signs and crying for bigger government to take care of their lazy azzes we will not see the kind of change in this country that is needed to overthrow this crooked administration.
