Installing Primary Clutch

I am sure the majority of you all know the answer to this question. I had my motor rebuilt over the summer and the person that rebuilt it took the primary clutch off for me because I did not have the tool. To get it back on, do I simply tighten the screw back into the crank and torque it down? Or do I need a special tool? What torque rating do I tighten to? Thank you.
 
Regardless isf it's 54 or 45 ( they are not the fussy and the extention you use will vary the torque) torque it run it and rev it some up and down, then retorque it.
