For the moment, you appear to be 100% Correct.
And this comes as a HUGE SURPRISE to most everyone that has been waiting on this.
Especially given T-Mobiles announcement just two weeks ago.

To provide this service, the companies will create a new network, broadcast from Starlink’s satellites using T-Mobile’s mid-band spectrum nationwide. This true satellite-to-cellular service will provide nearly complete coverage almost anywhere a customer can see the sky.

With this technology, T-Mobile is planning to give customers text coverage practically everywhere in the continental US, Hawaii, parts of Alaska, Puerto Rico and territorial waters, even outside the signal of T-Mobile’s network starting with a beta in select areas by the end of next year after SpaceX’s planned satellite launches. Text messaging, including SMS, MMS and participating messaging apps, will empower customers to stay connected and share experiences nearly everywhere. Afterwards, the companies plan to pursue the addition of voice and data coverage.

My thought is that what we MIGHT SEE in 2023 are the other major networks rolling out a similar HARDWARE NETWORK SOLUTION that allows full interconnect to the Starlink system.

Whereas right now, we are seeing an APPLE HARDWARE ONLY solution, that is NOT attached to ANY Cellular Service Provider.

Elon Musk said Starlink has been having "promising conversations" with Apple.

Apple announced its next iPhone will be able to make emergency calls using satellite service.

Apple did not confirm if it's been in talks with Starlink.
 
SpaceX CEO Elon Musk said the company's satellite internet division Starlink has been talking to Apple.

Musk tweeted Thursday saying: "We've had some promising conversations with Apple about Starlink connectivity," adding: "iPhone team is obv super smart."

Apple this week announced its next iPhone, the iPhone 14, which promises to use satellite service to allow users to make emergency calls even when they have no signal.

Musk also said: "closing link from space to phone will work best if phone software & hardware adapt to space-based signals vs Starlink purely emulating cell tower," which seemed to imply Apple would have to adapt its phones if it wanted to allow them to connect to Starlink satellites.

Apple did not immediately respond when contacted by Insider to confirm whether it is in talks with Starlink.

Starlink is an arm of SpaceX, Musk's space exploration company. Starlink launches satellites into orbit which then beam internet broadband back down to Earth.

The purpose of Starlink, according to Musk, is to provide internet to remote parts of the world and other areas where it's difficult to get internet service — including Ukraine.

Starlink is available for consumers to purchase, but it has also been striking deals with companies.

looks like the current administration is gonna rip it away from Elon.

This is part and parcel of a rather bitter fight between starlink and the other orbital internet providers like Hugh’s Net. If they lose the subsidy the sats are still in orbit up and running
