The unit will not spark unless the cdi sees neutral. There is a gear position switch inside the rear engine cover. Moisture gets inside and freezes in cold months and ruins the switch. Follow the wiring harness from the rear cover. There should be 2 harnesses. Gear position switch harness and stator harness coming out of the rear cover. They lead to a connector on the frame ahead of the right rear wheel. The stator harness connector has 3 yellow wires. Look for the connector that has a green wire with red stripe. Ground that wire from the wire harness to frame (not from the engine harness end) and the neutral light should light up and the unit will start if the switch is bad. To check the switch for neutral signal from the engine harness, remove the connector from the frame. Other connectors attatched to the frame may need to be detatched first to access the frame trip tab. Once the connector is disconnected, check for continuity with an ohm meter from the engine harness (green/red wire)to ground with the unit in neutral.
Any more issues give me a shoot. I know these Hondas rather well from working on them for over 25 years
