Get the strongest peroxide based bleach you can find. Tattoo and piercing parlors or punk rock stores/headshops usually have the stuff, or a salon supply outlet. Bleach it white, not yellow, white, then dye it the color you wan't. Personally blond is boring, bright green or pink is much more shocking.

P.S. My ex girl was a stylist, that's how I know!
