Granted I knew that fuel was expensive at Tollgate and should have brought my own. But, the meter on the pump wasn't working and the owner was pumping the gas into 5 gallon jugs at a time. The problem is when you only use 7 gallons of it and he still charges you for the entire 10 gallons. He would then turn around and re-sell that 3 gallons to someone else! Is this legal?
