Front Bumper Removal

Ok, I figured out the 3 bolts/nuts. No sweat there. Each bar has 2 "rivets" or something where that filler block is.

Are those rivets that I just drill out, or are they some kind of push in connector? Not sure how I should be removing them.

Can someone fill me in?

They need to be drilled. If they don't drill easily, I use a punch and a hammer to push the mandrel back and then drill again.
