If you are talking about the green dot then it means that the player has a radio receiver in their helmet. NFL rules only allow one player with a radio in their helmet on the field at a time.

I wouldn't call them tourniquets, for they are not there to stop blood flow.

They keep sweet from running down their arms onto their hands. Sweaty hands make grabbing players and footballs hard.

That doesn't seem right.
Wouldn't sweat bands around the wrists be far more effective than these narrow bands way up in the bicep area?
 
Most of the guys wearing them are receivers and running backs. They catch/hold the ball in their forearms and the "sweatbands" at the elbow helps keep their forearms dry so the ball doesn't slip out.
 
Most guys wear them to swell their veins up so that they look tougher. Also makes the biceps look bigger. It's strictly a looks thing.

The thicker sweat bands are for keeping the sweat off the forearms/hands have others have already said.
 
Maybe it's the same deal that the NBA makes some of it's players wear. They have to wear the "sleeves" to cover up the gang tats from being shown on National TV.

The sleeves the NBA players wear are for circulation.

The bands NFL players wear will hardly cover anything up. They stop sweat from rolling down the arms. There are bands for carpal tunnel as well, but that is not what they are for.
 
They wear them for looks. Some guys wear ones with rubber dots on them so the ball sticks making it easier for them to carry the ball, but in all of the years that I have played the only reason anyone wears them is for looks. Same with bicep bands. looks.

And before Sunday he was 3rd in AFC in kick returns.
And on Sunday he had over 100 yards in kick returns.

He now has the team's season record (set in 1967 as the Houston Oilers) with over 1370 kick return yards. ROOKIE!! And from Havre, Montana. LOVE IT!!!!!
