Given that its a MAP setup I don't see where you'd have any issues with metered air and a rich condition like you would with a MAF setup. Can't see any issues with icing either given the location... My guess is it was done as a recirculating valve for noise?
I should be better without the recycle i think, the air that has been in the turbo once should be hotter then new cold air from the airbox ??
