I believe that nothing has changed with drivers from 16 to 17. The 3" track sleds have the 3" pitch drivers and the 2.6 has the 2.62" pitch drivers.
 
It's easy to do the math for a theoretical circumference (machining differences)

Track pitch x number of teeth=driver circumference
2.86 x 7=
2.86 x 8=
 
Number of teeth minus one.

There will be one fewer pitches (spaces) than teeth.

Difference of .91" x .5 = .455" clearance diff in tunnel. Correct?

Yes, if you are comparing the 3" lug track to the 2.6" lug track.
(I was just illustrating how to find driver circumference in my first post)

2.86pitch x 7teeth = 20.02" (circumference)/3.14 = 6.37" (diameter)/2=3.185" radius
3.00pitch x 7teeth = 21.00" (circumference)/3.14 = 6.68" (diameter)/2=3.340" radius

3.340-3.185=.155" difference in driver size.
