NASCAR cannot control who wins any event.
But they do a darn good job of manipulating environments when possible.
(mysterious unseen debris cautions etc)
Last years Kansas race was the most obvious examble. Both 48 & 24 mired back in the 20-something positions, so the race wasn't called, rather we experienced the longest rain delay to date.
