do i have to bottom the screw or can i just leave it flush with the top with locktight?thanks

do i have to bottom the screw or can i just leave it flush with the top with locktight?thanks
I have left them in the middle or more in the heel with locktight and it has worked fine. Make sure they are as even as possible.
