Crossfire 7 not reaching peak rpm

On my crossfire 7 I am only getting about 7100 rpm. First thing I did was check the APV, I cleaned them and checked the length which is in the middle of the spec. After this I am now spinning about 7300-7400 rpm. The servo actuating but I am unsure if it is able to hold the valves open because I dont want to maintain those speeds on a stand. Also if I come to a stop then pin the throttle I will spin up to 7800 rpm but then it will fall back to 7100 or so, and if I slowly work my way up to speed it will only go to the 7100 rpm. I looked over my clutches and did not see any broken springs. The secondary spring was backed out so I tightened it with no difference in results. For some reason I have a feeling it has something to do with the valves. I am getting quite frustrated with this problem, so any suggestions or help would be much appreciated.

i had similiar issues last month,i checked my apv motor and cables and found one cable had popped out of the motor.so i re-installed and went to the dealer and got a retainer clip for the cables/motor(update from cat)
i was only hitting 7500 then it would loss power/rpm and drop to 6900rpm
check your clutching,if its not that and not apv's then unfortunately its stator related
 
Sounds like a clutching issue. If you can hammer it from the start and it the right rpm then drops then one of your springs is probably bad. Start by cleaning both clutches, scuff and clean sheaves on both clutches, check rollers for flat spots and/or excessive play. If after you clean them it still won't hold rpm's then replace both springs - only like $40 for both. Sounds like your secondary isn't backshifting.
 
Both of the cables are still in the servo. Are there any ohm or voltage readings I can take? I will take the clutches apart and clean them. I did put a shift assist in it this year.

You failed to mention the shift assist earlier. You will lose a good 200 rpm with that installed (I have one too). Lighten your weights about 3 grams!!!!
