I know that taking a sample of the babies blood can catch a problem and possible fix it. How often do you ever hear of them fixing a problem like say down syndrome? They have proven that some cases can be fixed but leave it to a zealot to dispute that and can't look outside of the box.
But punishable of a misdemeanor ?
That right there is a red flag in so many ways.

We are one of the few countries still applying flouride to the drinking water where others have banned it.
There's other versions of reverse osmosis, all you have to do is go to a distributor and ask for a sample of the water to take home and compare to what's coming out of your tap.
Apples to apples of course, hard top compare if your on a well but if your on city you'll taste the difference immediately or lack of.
Simple install if a complete kit is purchased as long as they know what hardware is under the sink, pexs or copper as an example and a photo wouldn't hurt either.
