It is written ambiguously enough that I think you could. And after reading the fine print, there is no punitive action stated (citing of a misdemeanor -etc) so from what I can tell this is just pandering to the numerous virtue signalers in SL county who need to "feel" better about "doing something", even if it has no substance.
