Coolant in cylinders?

I have a 2001 SX500R overheats from time to time. When I took the head off I noticed a small amount of greenish white foam in the exhaust ports. If the head gasket is the problem, why do both exhaust ports have this foam? Wouldn't just the one cylinder with the leak? Do I have a bad base gasket or worse yet do I have to split the case and reseal?
