With a clutch puller and spanner wrench. snug up and smack the end with a hammer lightly a couple times. If it doesn't go, snug a bit more.
I always use emery cloth on the PTO shaft and inside the clutch seat, then wipe with wd-40 and a rag. The clutch always comes off easy first time. Make sure to do this at least once a season.
As far as cleaning, I use a scotchbrite pad with hot water and dishsoap.
