Can you powder coat a part a new color thats already been powdercoated?

AK, sure we can. Parts have to be perfectly clean, then scuff sand or blast. Normally it's easier for us just to remove the old coating.

how does the powdercoating hold up on springs?

Really good, it doesn't chip or come off. I've done both coil and torsion springs and never had a problem.
