Bloomington trail?

Went riding in Bloomington yesterday and some bozo had plowed the trail back about 5 miles to get to his cabin. Does anyone know what the rules are on something like this and who to talk with? I'm pretty sure that the trailhead is the parking lot, that's where the groomers start. Thanks for any info.
 
Is there a sign above the parking lot stating that no vehicles over 800 pds past this point from Dec to April? If there is then when the groomer gets there and sees what has done the guy that moved the snow will hopefully get cited with a ticket cause that is for groomers and sleds only or 4-wheelers with tracks. I can contact the guy in charge of the grooming for this area on Thursday if I think about it and let him know what is going on up there.
 
Going back up tomorrow, will check and see and I'll let you know. Snow up there was worth fighting the trail/road. Thanks
 
Go down to the Idaho Parks and Recreation office in Montpelier and talk with some one there (if the guy turns out to be at fault here). IIRC they are located in the Oregon/California trail center located at the northern end of town.
 
I haven't been up Bloomington but I rode from Montpelier reservoir yesterday and it was good on the shaded hillsides and very good in the trees, about a foot of sugar, a thin crust and some more sugar. I'd expect it to be better ion the Bloomington side of the lake.
 
It was pretty decent last weekend when we went up, they needed some fresh snow but if you got into the untracked areas there was about a foot of fresh(just not many untracked areas left). They may of got snow this past week but I'm not sure.
