To resize photos use Microsoft Powertoys. To do full editing use GIMP it's free ninety-five doesn't get much cheaper or better than that.

x2 on Gimp. It's free and it's surprisingly capable. Got layering and filters. Like using a stripped down version of Photoshop.

From the GIMP boards:
yup, I was thrown by the length of time it takes the first time it starts also. Vista thinks it has stopped responding while its looking for fonts!!
Let it run and be patient. Its worth the wait

And it's as easy to install as any other program, just download the .exe and run it.

Go to oldversions.com and get paint shop pro 4. It's easy to use and free. Disregard the free 30 day trial. I'm on Day 3329 of my free 30 day trial.

Have you tried picasa, works great for what I do, it is free, and it connects with all googles other stuff to post or e-mail photos via blogger or gmail

Yep, use that also. Really good at adjusting brightness / contrast, and resizing. Uploads directly to your picasa free website.
