They are blilnding when they are on AND bright lights are on. NTS laws prohibit manufactures from having fog lights functional while lights are used in the high beam setting. (which is the way all cars are UNLESS someone modified them) Nebraska's law is just saying the same thing. As for a 300.00 fine I highly doubt that. Please scan the ticket and show me that one. I wouldnt doubt if actually cited it would be more in the range of 50-75$
**BTW, Nebraska also has a limit on how dark your tint can be also.** better not have dark windows!
