It should be and only be at the local level.
My state doesn't do this non-sence and I don't like the fact the feds are stepping in and demanding I now pay for somebody else's fridge.

Yet again the feds are stepping on states rights and forcing us to pay for stuff they have no right to pay for to begin with.
