Tropical people... dude do you know what you are talking about? It doesn't seem so. I don't think Chicago and the other major urban areas are very tropical.... lol...

kind of my hometown too.... that is why I go there first in my thoughts of big cities.... as none of them compare to Chi-town.

Youd think that ancestry would pass along certain traits and what not, but the whole "beat down the black man" has kept going, youd think kick your legs and flop your arms would when your in water too

I just thought it was interesting that there was a bunch of political stuff and other news, and then you get to some statistic about people that can't swim! Seemed a little out of place to me. When I first read it I started laughing.
Might of been a little funnier if it was something like this. New study: 40 % of males wipe from the back. Just seemed a little random/ filler type material. And I was talking about the content of the news and choices about what constitutes news.

I think it is more of an access or importance issue. Maybe they don't give a F about swimming? I have known a couple of people that can't swim, mostly due to the parents lack of interest.
