ya Heber sucks, I would go directly to Park City. Not much in Heber City that is "cool" or touristy. It's your typical small town. There is an old train there, but I don't believe it's open in the winter.
Just to the west of Heber is Soldier Hollow where the cross country events were held during the olympics. They have a huge tubing hill there... you get pulled up the hill and slide down. Soldier Hollow Website
Otherwise it's in to Park City for much to do.
If you are staying in Timberlakes you can ride right out the top of the area and onto public land. Lots of riding available. Depending on where you are at in the area you may have some open area for the kids to play around in on their sleds, but don't count on it, it can be pretty tight in the homes area.
If you like to fish the Provo River around Heber is one of the best trout fisheries in the nation. Even in the cold winter months you can catch fish on the river.
