I'm having some issues on a 2011 pro rmk, I changed out the exhaust valve springs, and took all tubing off to check for any oil clogs.
While turned off, does anyone know if the selinoid is closed? I assumed it should be open until a certain rpm is hit (6,800 ish) then close to allow the combustion gas to build up and open up the exhaust valves and springs. Kindof like its a bleed off valve....

trestle, unless Poo has changed something since the 900's, I believe you are correct. The solenoid bleeds off exhaust pressure until the ecm closes it at a certain rpm, allowing the exhaust pressure to open the exh. valves. I'm not sure though, as to whether the sol. is normally open or closed. I don't know if when you start the sled, the solenoid is energized to open it and at the proper rpm, power is cut allowing it to close OR if it is normally open and a power signal is provided above 6000 rpm to close it.
 
if it's the same as just about every PCM controlled solenoid in the automotive world, it gets full time power and the PCM supplies a ground source to operate it.
