98 yamaha 600 idle problem

so my brother in law put a 3" riser on his sled and it started and was idling fine but when he went to turn his bars side to side his idle went crazy and became unresponsive. it make like a rhythmic wa wa wa wa and when he opens the throttle it just groans and doesn't change rpm up or down. the cables are stretched somewhat now from the riser but seemed to be ok. he cleaned the carbs and blow out fuel lines but nothing changes it.
Could this be electrical? i read another thread about a tors? not sure what that is. any help would be apreciated.
 
The TORS system is kicking in to keep you from running the sled through the garage wall. You need a shorter riser, a cable re-reroute (if possible), or longer cables.
 
thanks for the input. he says that when he took the riser out and lowered the bars back down, it still does it. could he have stretched or made something "stick" out of adjustment. i saw the sled, the cables were tighter but not especially tight with the riser. turning the bars did not pull the throttle cable at the carb from what i could tell.. is the yamaha paticularily sensitive to throttle tension. can anyone walk me through how to readjust or tune this.

is there a way to disconnect the TORS to test if this is the problem? We could put the sled on a stand to avoid an accident. Is it an electrical connection or something else.

If you use a cable from a 2000-newer sled it will help as they are longer.... You can bypass the TORS by plugging the 2 bullet connectors at the throttle bodie into themselves, but I would prefer to fix the problem instead. Also, have a look at your brake line while you are at it.... and keep in mind the steering posts on those model years were weak.
