700 Running Really Boggy

So my 04 700 is running horrible. I originally thought I had bad fuel, so I changed the fuel out, still really boggy, also changed the plugs, and no difference. I haven't gotten the sled out this year because of the snow, so this is only idling on the trailer. So here's my thoughts, this summer I changed the gas tank because the fuel neck on my old one had a huge crack around the neck. So I bought one off of ebay, and the impulse line is smaller then the original line, am I suffering from lack of fuel??? I realize this could also be a TPS issue, but when it was running I unplugged it, and had no difference whatsoever, so I believe the TPS is alright. But I do not have access to a multimeter to test the output...
 
So last year when you had it out it was boggy all the time? Or can you tell it bogs on the trailer? Have you cleaned your power valves recently? When did it start happening?
 
It ran great last year (still had the cracked tank) And no I haven't cleaned the power valves. it seemed too happen just as little after the new tank was put on.

The first thing to do would be to clean the carbs thoroughly. That means taking out all the jets and ensuring the holes are all clean by running a small wire through them. Especially the pilot jets. Did you pull out the inside fuel line from the new tank and make sure the fuel pickup with the mesh/filter is not plugged?
 
The impulse line runs from the bottom right hand side of the crankcase to the fuel pump and as the mag piston creates positive and negative air pulses it works the diaphram in the fuel pump back and forth and pumps fuel. Kinda like a back and forth barrel pump.
