2000 MM 700 reverse over revving

My sled is the one Powderat was talking about, 151 track, 8 tooth, put reverse on, kit came with 39/23 gears. Stock is 40/21 for 141 track. Can not obviously put the 40 gear back on with reverse but what if I put the 21 gear on with the 39, will this increase or decrease revs?
 
The 21 wil be lower geared over the 23 so the revs will be higher. Your title states that it is overreving. With which gears? the 39-23 or the stock gears?
 
Primary travel

2000 MM, 151 MPI track ext., Bender can, reverse, 1 layer head gasket, 47/43 helix, green spring, 80 twist, yellow white yellow pimary spring.

Thanks again for all the input, OK Linc, put the 21/39 gears on, markered the primary and the belt seems to only go 3/4 to one inch from the top of the sheave. How far is the belt supposed to go up the primary? Still getting 9100-9300 R's, varys because I'm testing in a small swamp by the house and have to watch where I'm going, also, not alot of snow for the track to hook up. Primary is last hoorah.
 
Is that a 47 start and 43 finish? That could the issue, I usually run a straight cut 45 or 47.Try dropping the twist down one degree to 70, unless it doesn't back shift.
 
That's about as far the belt will go. So you know you have full shift,so now you can concentrate on dropping the R's.
