Does anyone know, will an 1.25" track fit under a 1999 SRX 700 triple without having to put smaller drivers in or cut out the center of the lugs for the clearance of the front coolers?

It will if you take out the protectors. If you leave them in it may rub on them. Take them out and it will fit a 1.75" lug (not much clearance, but it fits).
I cnahged my borther inlaws last wintr on his srx. And what i found is instead of taking the tank off to get rid of the plasik tunnel protectors just take a chisel underneath to the rivots saves a big head ache. and it will fit whit out having to change anything and 1.25 is good so you dont have to play around with cluthing any if you dont want to.
i put two inch lugs in a 01 srx and had room to spare( but i changed the sprockets too. to fit a 1.25 cut the tunnel protectors off, the ones down the tunnel (drill or cut with a dyke. a dyke is a plyers with snips at the end) also take a dremel or some type of cutting tool and you have to cut the two alum. tubes by the exchanger in the front of the sprocket.(its a must) then your good to go one beer job HINT:but switching the track is fun make sure if its never been out before you have a 3 jaw bearing puller. after the speedo is out the bearing to the shaft has two torque screws unscrew them and use the puller have fun!!!
