1994 phazer 2 bog

Hey I'm new here but I was wondering if anyone could have any possible answers to my questions. I have a 1994 yamaha phazer 2 and I had the carbs cleans 2 years ago and have still had problems with the sled, it likes to foul out the spark plug on the side that the fan is on and I have tried putting new plugs in it and the same one came out wet with gas, the sled won't go above 4k rpm. I am wondering if it is just flooding out that cylinder and making it not burn off causing the plug to foul and if so how can I fix it.If that is not the problem I would like someone to try and help me out, I would greatly appreciate it.
 
If you haven't pulled the carbs and cleaned the jets yet, that is always the first stop. It is more expensive, but we always try to run non-ethanol fuel to try and prevent this from happening. In the fall our sleds typically start up without any issues now. Bogging and flooding can be a carb issue as well so get them cleaned up first and then see how it runs.

While you have the carbs off, check your reeds and make sure they aren't chipped or cracked, that will cause issues with it running as well.

If you still have RPM issues, my next look would be at the stator/electronics to see if it is putting out the correct voltage to the spark plugs.
