What am I doing wrong?

2012 Pro 800, 39" zbroz arms, Fox Float 2s, noticed my skis were toed in the other day so I adjusted them to an 1/8th toe out. My right ski was about 3/4" in and my left was about 3/8" in. Steering is perfect with sled on the ground, but when I lift it up on my lift as soon as the skis leave the ground the steering will barley move. Do I just need to keep adjusting the tie rods? I have reached the point where I am overthinking the process,:frusty:

Took tie rods off of spindles and found all the tightness was in the skis, I put in new a arm bushings when I installed the new arms could it be that the new bushings are just really tight and need to be broken in?
