I don't know of a specific place in the Twin Cities, but I have had luck with every Scuba shop I have tried. It seems they all have had the proper fitting to fill it up.

he will do snow pulse/mamutt and BCA if u bring in the burst disk it is 8 bucks . I told him that was to cheep he said he is not in to screwing guys. I said every one needs to keep the lights on and the shop heated . will 8 bucks it was
