Idler wheel removal

how do I get the bolts to loosen up on the rear idler wheels on a
2005 king cat the one bolt comes loose but the other just turns the shaft.

If you get one bolt out the whole shaft should pull out, then you can put the shaft in a vise to get the other bolt out. I have also taken the idler wheel off the side that the bolt comes out of and then clamped a vise grip wrench on the shaft but don't like to do that, it chews up the shaft.
