If this wasn't about the money then sue for $1. If all you're trying to prove is a point, that'll do it. Also, that $100mill would be much more useful in the hands of the schools of the state to enhance safety measures if that truly was their concern. Some people are lower than pond scum in their value to society. As noted above, some public shaming is in order...
