Hey,
Its called a CHRA-- center hub rotating assembly. Sorry I am not giving you an exact place to get one, but if you still have yours, Garrett has a program where you buy one, send yours in, and get a core refund. I just did it at a local shop here in colorado for a 35r on my subaru sti. It ended up being around $500, which isn't too bad for basically a brand new turbo. They are called BU drive USA, but there are many sites online that do this. Good luck, hope this helped.
