Wyoming submitted a program that protected the wolves only in the boundries of Yellowstone park and any wolf found outside of that area was considered predator. They have taken this stance since the beginning and have caused the delisting to be delayed numerous times. This has affected the ungulate populations in the other states as well as their own.
As much as I too would like to see the wolf disappear, I also understand that it will never happen because the forces of opposition are to great. Wyoming needs to suck up their ego a tad bit and realize that management is going to happen with or without them and they would be far better off if they controlled it from within state gov't instead of federal control.
