Where to install apex in-line heater

Dealer installed Mine on hose under thermostat going up so only heats small piece of hose and thermostat housing. Is this the right place to mount this. Seems it should be under radiator?

Should be mounted down low , putting mine in the line that comes from the clutch side running board .
