What is this ?

No it's a fuel filter... I got it off the fuel line sawed it in half and it's a fuel filter... Tried to blow through it and it was clogged good... Bought the exact same one from Ski-Doo for $8... I will put it back on the fuel line. The old one was clogged tight, and I was having a top end stumble ! Probably cured it with this new fuel filter !

It is a vapor separator... has a bypass valve in it.
I don't believe you are supposed to be able to blow through it without some resistance... and only in one direction.

If it were completely plugged up, the sled would not start at all as the return fuel would not come back into the tank.... unless your PFA return hose is leaking prior to the vapor separator.

Polaris part Number 2520824, Asm., Fuel/Vapor Separator

Post up a photo of what you bought from Ski Doo??
Does the one you put in have the orange "duckbill' valve on it?

Does your Ski Doo "filter" look exactly like this one

Nope it doesn't have the duck bill on it. Same can though... The 2009 doesn't have the vapor separator in the fuel tank... And everything was gummed up... So nothing was passing through... I'll give it a try and see with the Ski-doo fuel filter. Unfortunately Polaris does not have that part for sale... Only has it sold with the $250 assembly.
