Turboed apex has serious bog at 3500rpms

Has anyone experienced a fuel or electrical bog at 3500rpm. It idles fine 12a/f ratio at 3500 it falls on its face (rich) It runs great on the top end. It does this with the Attitude box hooked up or with the wiring harness just hooked up stock. The computer is leaned -25 at idle.

My hot rod friend who owns this sled has very few hairs left on his head, please help!

This issue is basically an Apex in general issue, I believe. Some wire, sensor, or stator is the issue, banging around in our pea sized minds. Yet all ideas will be listened to. It is a Garret 25, taken off of a boondocker kit. The plumbing is all designed by a man who has plenty of experience with the Yamaha turbos. He has recently built an identicle sled and has no issues.
