Trailer registration issues

I bought a small 2 snomobile trailer 9 months ago from a different state. Somehow the registration was lost(i know), and now im trying to register it in Montana.

The MVD has told me that i need to contact the seller and have them get a new registration. I have attempted to contact the seller w/ no success, and have sent certified return mail, and didn't get it back, meaning its reaching the address i have for the seller. MT requires you to have certified return mail proving that the seller cant be contacted in order to register a trailer.

I have heard that some states dont even register small trailers, and not that i would ever do something like this, but could i forge a bill of sale from a different state and be able to register it?

Also, the trailer has no VIN #


Whats the best(easiest) way to get my trailer registered?

I would not forge anything, I would contact my dmv, this can not be the first time something like this has happened and there has to be a way.

I did contact them and they said if i could not contact the seller to get a registration, i needed to have certified return mail proving that the seller did not recieve my mail. Like i said, i sent them certified return mail twice and havent heard anything back.

The MVD is not giving me any other option right now...
 
I beleave Utah is a single axle under a sertain weight does not require a registration. Not sure on the numbers but my 2 place a use to have did not need to be licensed but my double axle 4 place did. I see all enclosed seem to have licenses no matter the size.
 
For about 90 bucks you can register it as homemade in Montana . Go to your local courthouse they will give you a number to stamp into the frame have Johny Law look at the number and then you can register it. Out of state bill of sale works well also believe if you look online there are companies that will do this for you (for 100 bucks they send you a bill of sale)
