track change chaincase problem

I am changing my track and i am installing the bottom gear in the chain case. i cannot figure this out. when i install the bolt with the spring on it on the bottom gear, once i torque it down the gear will not rotate, and thus the track wont either? if anyone has any ideas, i feel stupid, i have had this chain case apart many times and never had problems. i dont know why it is binding, it should be simple to figure out but i just cant get it

fixed it, i had the bearing carrier in backwards and it was causing the bottom gear to bind.
