WASHINGTON – The Obama administration is warning lawmakers that the trust fund that pays for highway construction will go broke in August unless Congress approves an infusion of as much as $7 billion.

Sen. Barbara Boxer, chairman of the Senate Environment and Public Works Committee, said at a hearing the administration has told senators the Federal Highway Trust Fund will need an estimated $5 billion to $7 billion to keep current construction projects going.

The California Democrat said another $8 billion to $10 billion will be needed to keep the fund solvent through the year ending Sept. 30, 2010.

Transportation Department spokeswoman Jill Zuckman confirmed those figures.

"The administration is working closely with Congress to solve this difficult problem and ensure that states have the resources they need to maintain our roads and highways," Zuckman said.

A decline in driving that began in late 2007 has reduced federal gas tax revenue, the primary source of trust fund dollars.

The trust fund is separate from the $48 billion in transportation projects included in the economic recovery law enacted by Congress and signed by President Barack Obama earlier this year.

Congress approved an emergency transfer of $8 billion in general treasury dollars last fall to make up a projected shortfall — the first time in the history of the program that had happened. The fund dates back to creation of the federal interstate highway program in 1956.

Sen. George Voinovich, R-Ohio, said it's clear that Congress must raise the federal gas tax, which is now 18.4 cents per gallon.

"I know that doesn't go down so well with some folks," but it's "the reality of the situation," Voinovich said at the hearing, which was on Obama's nomination of former Arizona highways director Victor Mendez to head the Federal Highway Administration.

"That will be one of my highest priorities, to get on that very quickly," Mendez said of the trust fund.

The law that authorizes federal highway programs is due to expire at the end of September, but the issue hasn't been on Congress' frontburner. There is a consensus among transportation experts and lawmakers that there will have to be some form of a tax increase — always unpopular, but especially so in a recession — to make up for the lower gas tax revenues and to address a backlog of crumbling and congested highways, bridges and public transit systems.

Two congressionally mandated commissions have called for an immediate increase in the gas tax. The first commission, which issued its report in early 2008, recommended a 40-cent per gallon hike. The second panel, which issued its report earlier this year, recommended the tax be increased 10 cents per gallon for gas and 15 cents per gallon for diesel, and that both be indexed to inflation.

The two panels also said fuel taxes are not a sustainable source of revenue over the long term as drivers shift to more fuel efficient vehicles. Both panels recommended Congress find a new revenue source to pay for highway and transit programs.

Their top recommendation was to tax motorists based on how many miles they drive. That would require equipping cars and trucks with devices that use GPS technology to record not only how many miles the vehicle was driven, but whether the driving took place on interstate highways or secondary roads and whether it was during peak travel periods. The device would calculate the amount of tax owed and the bill could be downloaded.

A mileage-based tax system would take about 10 years to implement.

The MN Democrats want to implement this same procedure by next year in this state.

So.........a decline in driving may have been caused by our dependence on oil from foreign countries causing the price per gallon to sky rocket. Apparently they think since we still aren't utilizing our own countries resources AND taxing every single vehicle for every single mile that is driven that Americans will increase, or at least continue their current rate of driving. That's a sure fire way to renew the multi-billion dollar highway fund. And to only take 10 years to implement the system!?!?!?!?!?!?!? How many f#*@g $000,000,000,000's is going to be magically pulled out of Obamaniacs ars to get that program up and running??? :(:(:(:(

You know, it's not bad enough that we are all getting rammed up the tail pipe for being honest, hardworking Americans. I have continually progressed in my career to provide a lifestyle for my family that I never had only to have this kind of stuff run right up and kick me square in the junk. I already give my thanks to 'Government Assistance" as I have helped pay for 3 kids for my sister, 4 kids for my sister-in-laws, government housing and $600+/ month of food stamps for the same sister, and my parents still pay for half the shizzin bills she has. Now I am going to continue paying a fuel tax AND be taxed for every mile that I drive around???? Have already had our states recreation gas tax STOLEN for highway use!! I am with xrated, there is no freaking way I will have some stupid monitor following every move I make. Meanwhile, I pay ALL my taxes, ALL my bills, am still paying off doctor bills from my second child's birth, and got stuck with over 50% of the medical bills from an emergency transport to SLC when my kid was sick. Maybe I should just feel pity for myself and go back to making $50k less a year so I don't have so many obligations to the government.:face-icon-small-sad:face-icon-small-sad

I need to get back to digging out my underground bunker that I will be hiding in after all my possessions are sold off and I am living of the land in secrecy. Heaven forbid the FS finds me and tells me to move since I have occupied a single area for more than a month.:rolleyes:

and if we are driving less, or more efficent cars....the wear and tear on roads is less.

Maybe if the dumb aces would have spent highway money on stuff like highways we would be OK.

This is just the gov trying to cover their aces from F'ing us over before and so they can again.

F it, this keeps up I'll take Canadas commie medicine or forget snow and move to a damn island where you can get by with 2 wheels.

Lets make it so the politicians can't rape the highway gas tax and use it for other projects.

They (liberal politicians) will do what ever it takes to get gas over $4 gallon. That's what they've determined will force most people to buy Prius' and the soon to be released GM Slugo (hybrid Yugo).

Will not happen in my cars! The wife and I combined drive 150 miles a day. And those 150 miles a day are to get back and forth from work.

T Paw vowed to veto this bill if the house and senate passed it. That is a plus for him I suppose. But I agree, I would have given him a 45-50.

What happened to the mega shovel ready stimulus that passed?
I had read that only 6% of the money slotted to be spent up to this point has been spent.

Why do you wonder? China refused to buy the T-Bills the Whitehouse needs them to buy. I got a kick out of Timmy Geithner in China yesterday telling them "Their money is a safe investment in the USA"

The crowd he was speaking to erupted into laughter!!!! Way to go Tim :o

Obama made a statement in 07 that the government needed to push gas to 5 dollars a gallon so as to force americans to conserve.

Now that he is president he has been quoted as stating he doesn't want gas over 3 dollars a gallon because it hurts the economy. Duh.
Guess what?
Gas is headed for 3 dollars a gallon, right where he wants it.
