Testing the starting system

I have power at the red wire at the double wire solenoid connector from the starter button but I do not have a ground back from the black wire at the other side of the connector, should this be grounded to engage the solenoid?
This starter button is the RER button as well so I am wondering if the computer grounds the black wire to start the engine and does not ground to engage the RER function. The solenoid does not attempt to work as it is now, if I cross the main battery cables the starter works and the sled seems to work fine including the head lamps

The starter is grounded to the engine. Ignition switch kicks the solenoid over. Some have a relay in the system too. Test from solenoid back to ignition switch with a test light grounded to the battery. If there is power at the solenoid with the test light grounded to the battery, then there is a ground problem.
