swapping idler wheels

I am trying to swap a couple of my bogie wheels off the rails with the wheels next to the torsion springs at the top of the suspension. Just mainly for looks. I have seen it done before. The outside diameter of the wheels are the same but the size of the inner and outer races of the bearing are different. I went to a bearing shop and they can not find a bearing that will work. does anybody know where i can find a bearing that would work?
 
Would it be easier to get a spacer/sleeve to shim from the mount up to the existing bearing? This would fill in the area between the 5/8" shaft to the 1" inside diameter (dimensions are for example only, not sure what the numbers are)?
 
that would not work because the shaft i am trying to put the bogie wheel on has a bigger diameter then the bearing. i would need to some how make the shaft smaller to make the wheel fit with the existing bearing.
