I have a 09 Xp154 with 2 Mi. that I am looking over to take out tomorrow and I was checked the belt deflection ( top of the cord even with the top of the sheave ) and at idle the sled wants to drive away on it own.

Is this just because the belt and clutches are new???

Johnny, My 163 was the same, set deflection by the book as you did, and It was too tight, I just backed mine off until the track just creeps when I lift the rear off the ground.
 
The belt should be as tight as you can get it without the sled driving away on its own or squeeling. The hieght of the belt in the secondary has nothing to do with adjustment.
